Under the new PRC regulations, international owners and operators of vessels carrying oil or hazardous cargoes, or exceeding 10,000 gross tons, must pre-contract with an approved SPRO (Ship Pollution Response Organization) before entering a PRC port. By executing a contract with SRMC, vessel owners and operators will comply and meet all requirements of the new China MSA (Maritime Safety Administration) Regulations.

Resolve Trained Emergency Responders

Over 120 local oil spill emergency responders have been trained by RESOLVE through our MSA approved responder courses. Additionally, we have 14 senior commanders who have passed the training organized by MSA. Over 20 MSA officials have attended our courses, all of whom have provided satisfied feedback regarding the training. 1-Call China also has a team of emergency response experts from RESOLVE’s headquarters in the USA on standby to provide international level technical support or consultancy.

Owned And Maintained Emergency Response Equipment On Standby

The SRSOC warehouse, at 2651m², is filled with emergency response equipment for containment, recovery and temporary storage. 8 containers ranging from 20 – 40 ft are packed with various Emergency Response equipment such as: dispersants, absorbents, recovery and containment systems. The warehouse has two 10t overhead lift cranes, 3t and 5t forklift trucks that assist in the loading and placement of all equipment. In addition, a 25t all terrain crane is available at the job site to assist in offloading. This warehouse provides a perfect logistical location during emergency response activities.

公司配备了面积为2651 平方米的应急物资储备仓库1 处,储存齐全的安全防护用品,溢油应 急设备,用于围油,收油及临时储存;20 英尺至40 英尺的物资储备集装箱8 个,储备多种应 急设备,例如消油剂、吸油毡及撇油系统。该仓库还配有10 吨级行车2 台,25 吨级汽车吊1 台, 3 吨级和5 吨级叉车各1 台。该仓库地理位置优越,物流运输便捷,为应急人员提供完善的食品、 饮水、医疗救护等条件,并为应急行动提供完善的保障。

Oil Containment Boom / 围油栏 :
Totaling 9800m; 2400m inflatable rubber boom (Model No. 1500) for open waters, 3000m solid float rubber boom (Model No. 900) for offshore waters, 4000m of shoreline beach boom (Model No. 750), and 400m fireproofing boom.

共配备9800米围油栏。开阔水域围油栏1500型充气式橡胶围油栏2400米;非开阔水域围油栏900型固体浮子 式围油栏3000米、750型岸滩围油栏4000米;900型防火围油栏400米。

Skimmers / 撇油器 :
Totaling 26 skimmers, with an overall collection capacity of 1,335m³/h. 7 skimmers range between high and low viscosity oils. A total of 19 sets of skimmers have been imported from US.

共有撇油器26台,回收总能力为1335立方米/小时。其中适合高、中、低粘度的大型撇油器7台。美国进口的收油机共19台。

Dispersant Spraying System / 喷洒装置 :
Dispersant spraying system: 4 sets of spraying systems per boat with an additional 8 portable sets in the warehouse, 40L/min for each. Each spraying system for the boats is equipped with 4 spraying arms.

船用固定式喷洒装置4套,便捷式喷洒装置8套,每套40升/分钟。此外船用固定式喷洒装置另配4台船用喷臂。

Cleaning Devices & Absorbant Materials / 清洗装置&吸油材料 :
6 hot pressure washers, among which 2 sets are imported from US. 4000 m absorbent boom, 12 T absorbent mats. 5T Sokerol.

热水清洗装置6台;其中2台热水清洗装置为美国进口。 吸油材料:吸油拖栏4000米、吸油毡12吨、索科洛5吨。

Dispersant / 溢油分散剂 :
10T Oil spill dispersant, 10T WP Bio-dispersant.

常规型溢油分散剂10吨、生物降解消油剂10吨。

Pumping Devices/ 卸载装置 :
One China made pumping device, which is applicable to high, medium and low viscosity oils; its capacity is 300T/per hour. 2 imported pumping devices have a capacity of 600T/per hour.

1台国产卸载泵,能够适应高、中、低粘度的油品,卸载量每小时300吨。2台进口卸载泵,卸载能力每台每小时600吨。

Temporary Oil Storage Capacity / 临时储存装置 :
Temporary oil storage capacity total is 3422m³ amongst all 18 vessels. Of this, 8 vessels are capable of storing oil. There are 3 OSRVs, totaling 2500m³. There are 3 Fast Response OSRV with an additional 184m³ tons of recovered oil capacity. Another 2 auxiliary boats can hold 500m³ of oil and 2 oil storage bladders with a total capacity of 238m³.

临时储存装置:临时储存总量为3422立方米。已有的18条船舶中,8条具有临时存储能力,其中3艘溢油应急处置船,共计2500立方米;3艘快速溢油应急船舶,储油能力为184立方米;另外2艘辅助船舶可储存共计500立方米。此外还有两个储油囊,容积共计为238立方米。

Response Ready Containers / 应急待命集装箱 :
Currently, 4-40ft emergency response containers are pre-positioned within the Shanghai Municipality. An additional 4 20ft ISO Fast Response Containers, with rapid response skimming, containment and storage capabilities, can be deployed quickly if a casualty arises.

在现有的4个40英尺应急集装箱的基础上,我司还引进了4个20英尺的快速应急集装箱设备。其中包括4台新型进口撇油器。

For any emergency that occurs in Shanghai, we have our JV with the leading Class 1 Ship Pollution Response Organization (SPRO) SRSOC, capable of responding 24 hours a day, 7 days a week. We enable ships calling China ports to comply with the new Regulations of the People’s Republic of China (PRC) on the Prevention and Control of Marine Pollution from Ships, which were implemented on 1st January 2012.
