Resolve Marine is a USCG-rated OSRO and regularly leads spill response exercises.

Conducting and participating in virtual and in-person exercises is a top priority for Resolve Marine.

For customers, partners, and government agencies, Resolve Marine hosts virtual tabletop exercises to certify SMFF OPA 90 compliance. We also conduct equipment deployment and vessel response plan (VRP) exercises.

Highlights include:
  • Resolve Marine and partner The Great Lakes Towing Company hosted customers, the USCG and the Cleveland Fire Department in Cleveland, Ohio USA for live demonstrations of OPA 90 SMFF firefighting capabilities, response tactics and equipment. The event provided attendees an opportunity to learn about available resources to meet SMFF requirements.
  • Our vessel tracking and monitoring teams conduct Remote Assessment and Consultation Exercises (RACE) in compliance with SMFF OPA 90. Established by the USCG and other federal agencies, the National Preparedness for Response Exercise Program (NPREP) ensures OPA 90 oil pollution response compliance. In 2024, our duty officers conducted 643 RACE drills.
  • Resolve Marine participated in a NPREP with USCG Sector Boston Area Committee. The simulation, which included SMFF components, involved a 1,300-foot post-Panamax containership grounding on the north tip of Long Island in Boston Harbor. The exercise had 175 attendees including USCG and local police and fire departments.
  • Resolve Marine provides vessel owners and operators certifications required by government agencies, ports and others who oversee the marine industry. Access to documentation and certificates is through our customer service portal, ORCA.

Participating in drills gives us the opportunity to test new deployment techniques and plans that could be used in an actual incident.

Select National PREP exercises include:

  • Equipment deployment exercises in multiple COTP zones. A drill in Dutch Harbor, Alaska USA simulated an oil spill response to validate the Alaska Geographic Response Strategy. A tug, boom and ocean skater skimming equipment were deployed in 60-knot winds, choppy seas and inclement rain
  • In-person tabletop exercises led by USCG, Qualified Individual, or Responsible Party
  • Virtual Tabletop Exercises (VTTX) for customerts
  • Remote Assessment and Consultation Exercises (RACE)
  • Boat operator training programs and certifications
