In addition to federal compliance, Alaska maintains its own state-specific spill response requirements administered by the Alaska Department of Environmental Conservation (ADEC). 1-Call Alaska provides comprehensive state coverage through multiple recognized contractor classifications, allowing many operators to meet both federal and state requirements through a single enrollment.
1-Call Alaska is Registered as:
- US Coast Guard Classified Oil Spill Response Organization
- State of Alaska Primary Response Action Contractor (PRAC) for tank vessels and facilities
- Regions covered include: Prince William Sound, Cook Inlet, Kodiak, Aleutians, Bristol Bay, and Western Alaska
- Expansion to Northwest Arctic Region scheduled for Spring 2026.
- State of Alaska Non-Tank Vessel Cleanup Contractor (NVCC)
- Region covered include: Prince William Sound, Cook Inlet, Kodiak, Aleutians, and Bristol Bay
- Expansion to Western Alaska and the Northwest Arctic Region scheduled for Spring 2026
As a registered PRAC and NVCC, 1-Call Alaska maintains a contractual obligation to provide personnel, equipment, and response coordination necessary to contain, control, and clean up oil spills in accordance with Alaska planning standards. We also support required exercises, drills, and contingency planning documentation, working closely with Response Plan Facilitators (RPFs) when applicable.
Applicability
State of Alaska Spill Response Coverage is Required for Tank Vessels, Oil Barges, and Nontank Vessels (self-propelled and over 400 GT):
- When operating in Alaska waters or conducting Alaska-based activities, including:
- Calling an Alaska port or place
- Anchoring, staging, lightering, bunkering, loading/discharging, or conducting marine operations within 3nm of the Western Alaska shoreline
- Operating as (or supporting) a regulated facility (terminal/transfer/storage/processing)
State of Alaska Spill Response Coverage is also required for:
- Oil terminal facilities with a storage capacity of more than 5,000 bbls of crude or 10,000 bbls of noncrude.
- Pipeline structures used to transport oil or petroleum products between production facilities or vessels.
- Platform, vessel, or other facility used to explore oil resources.
- Drilling rigs, drill sites, flow stations, gathering centers, pump stations, storage tanks, wells or related appurtenances.
1-Call Alaska State Coverage Areas
1-Call Alaska provides Alaska Department of Environmental Conservation (ADEC) non-tank vessel clean-up contractor (NVCC) coverage in accordance with Alaska citation 18 AAC 75 to non-tank vessels calling a port or going within three nautical miles of the shore in the Aleutian Islands, Bristol Bay, Cook Inlet, and Prince William Sound.*

*To call a port in Cook Inlet Prince William Sound our clients must also contract with Alaska Response Corporation (ARC).

Step 1: Execute a Signed NVCC or PRAC Agreement
Complete an applicable NVCC or PRAC Agreement, already reviewed and accepted by the State of Alaska and the International Group of P&I Clubs. Plan holders can proceed with confidence, without the need for additional underwriter approvals or commercial negotiations.
Step 2: Submit Required Vessel or Facility Information and Contact Details
For vessels, you will need to provide the following information:
- Vessel Name
- IMO Number
- MMSI Number
- Vessel Worst Case Discharge Volume (in barrels)
- Vessel Email Address
- Vessel SAT Phone Number
For facilities, you will need to provide the following information:
- Facility Name
- Facility Address
- Total Oil Capacity (in barrels)
- Largest Tank Volume (in barrels)
